No, Vista brings 100s of new technologies to the market which ME never did. Comparing ME to Vista is like compating Maruti 800 to a car which will be released in 2020

p4, 2gb ram, gfx card is ur option if u want aero and that too something as old as fx 5200 wrks like a charm

P4 2.4 Ghz, Geforce FX 5700 & 1 GB RAM is the minimum I have tried Vista on at a friend's place. It was smooth as XP

You system is more the adequate to run Vista. Just configure it properly & it will be awsome.
