my brother has a COMPAQ PRESSARIO laptop with the following configurations:

CQ56-115DX 15.6" (250 GB, AMD V140, 2.3 GHz, 2GB DDR3)

It has come with WIN 7 HOME BASIC 64 BIT preinstalled.

Due to certain problems in OS the same has been formatted and a fresh copy of installation was carried out.

But after the intial installation when the system restarts it failed to start windows and shows the following message: " WINDOWS FAILED TO START. A RECENT HARDWARE OR SOFTWARE CHANGE MIGHT BE THE CAUSE." (but no hardware has been changed) Then it asked to insert the CD again to re install. Below that the options given are

SAFE MODE

SAFE MODE WITH COMMAND PROMPT
...
START WINDOWS NORMALLY.

I have chosen START WINDOWS NORMALLY. but it restarts again.

I have done MEMORY TEST AND HARD DISK TEST which have passed successfully.

what can be the cause?
