Lolz, my Galaxy 551 doesn't have 512 MB of RAM (first criterion on the flowchart) yet it is getting CM9 (though buggy as of now). All thanks to Willing Magic.

It depends on the devs. They may show it some love and give it some CM9 flavour. So it completely is dev. dependent.
You may vote in the SGR thread in CM forum if you support it.

it'll get official ICS. So chances are yes, it'll have CM9 too. as Optimus 2X with similar hardware is officially supported, Galaxy R too should.

Me ATRIX 2 will have official ICS in Q3, if someone's impatient 'nuff... it has a CM9 almost-retail-but-beta build... I might install it.

most mobiles powered by Qualcomm MSM7227 will get CM9, till DEV work hard and follow the rules of Cyanogen.
ICS + Moto Blur = FAIL. i'll say, ICS + any custom skin = FAIL.
