what is an integrated tv encoder in gfx card mean??

i was checking out the specs of geforce 6200 and geforce 5200 cards and the specs said tht there is an hardware mpeg2 encoder and integrated tv encoder...

i was thinking what does a tv encoder mean...can the gfx crd work as a tv tuner card or does it only mean tht it can be used to output onto a tv screen.

the specs of 6200 also said tht it had high quality real time video recording...recording frm where???? does it mean capturing tv feeds??

intrgrated TV encoder means, this graphics card can natively output to a TV
