CPU+Mobo+Ram (G4560+ H110 + 8 GB ddr4 2400 MHz) alone would cost you around 15k considering those are in stock and at sane prices.
You need to increase budget to accommodate a new PSU, cabinet and GPU.

Also, fill the questionnaire because it becomes easier to give recommendations.

OP, you can't upgrade whole PC @ 10k-15k. Be specific on what component, you want to upgrade since the budget is low.

You have no options. Your CPU may support DDR2 ram only. "Upgrading" to a mobo with ddr3/4 ram support won't make sense since your CPU may not work. LGA775 is obsolete and I don't think mobos which support it are under production anymore.

As for gaming, you would require PCIe 3.0 x16 slot and good enough CPU to prevent bottlenecking even if you decide to get a GTX 1050Ti (any other GPU under that is just under powered for 1080p at medium settings).
