should have at least 2 usb ports USB 2.0 will do
it would be good if its easily openable.

Screen resolution ( 768p (HD) / 900p / 1080p (Full HD) ) - any will do
Battery back up ( normal (3-4hrs) / extended (5-7hrs) )- 30 minutes is okay for me
Purchase place ( Online (eg - flipkart, infibeam) / Local / Abroad (do mention the country) )

local and online, no bank transfer please

In that budget you'll get those AMD A4 APU and all those crap, it's okay for downloading, but horrible for browsing and all that. However some people find them speedy, depends on what's the definition of speedy to them.
So I'll suggest you to look for used i3 / i5 based Notebooks, etc, they sell at 20k roughly, try Quikr and OLX to see if you can get a good deal.

you cant run torrents on chromebooks and they are unreasonably expensive. I'd rather download on my tablet.

I wont be opening thousands of tabs in one go, I know how to manage with 3 or lesser tabs at a time

steam works with any windows based pc. I wont play games on it, I would just download the games off it and then use them on my desktop when needed.
