the MSI mobo is better in specs has even got eSATA ports.
do not know prices of Gigabyte based G33 mobos. As your best go is a G33 chipset mobo, the two I suggested being very good ones.
RAM if DG31 you cannot go for more than 1 GB sticks, but in DG33 you can go for 2 GB sticks.
Kingston 1GB 800 FSB DDR2 = 750
Kingston 2GB 800 FSB DDR2 = 1200-1300
add up the amount as per your requirements and demand of RAM. I would recommend atleast get 2GB RAM in total

If you go with DG33 you would spend
5.8 + 4.5 + 1.3
for HDD I would say get 640 GB Seagate, will cost you 3.8-4K
all this does not include 4% VAT, which will also addin your costs.
and if you wanna go in for extreme then you can also get intel E8200/E8400 processors, which costs more 8K and 8.7K respectively.

In Phenom based rigs you get much better IGP than in any intel config. Take a few prices given in here and you get the scenario, except our boy compy has put 1GB sticks which would be little costly and on this board you can put 2GB sticks also
