Urgent : CPU Cooler Enquiry

before i buy an aftermarket cpu cooler...pls tell me some things:

is the fan of a cpu cooler controlled by the motherboard or itself?
does any thermal paste come integrated under or with the cooler?

if the stock fan runs at low rpm all the time...then how can i get to know that if it is a problem of incompatibility of the stock cooler with the motherboard or the problem of the cooler itself? (so that i can decide which to replace...motherboard or cpu cooler) and if the problem is of incompatibility...then do i really need to change the motherboard or just change the cooler so that the new cooler becomes compatible?

Yes the fan of the cpu cooler is controlled by the mobo according to the temperature.

If the stock Fan is Running at a low Rpm then it's most probably a problem with the fan itself.

Most after market cpu heatsink doesn't comes with thermal paste.

For cpu heatsink try brands like coolermaster & for thermal try artic silver.
