1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')

Ans: Basic gaming, C++ & movies

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: Rs. 15000/- (monitor not included)

3. Planning to overclock?
Ans: Yes

4. Which Operating System are you planning to use?
Ans: Win10

5. How much hard drive space is needed?
Ans: 1-2 TB

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: NO, I have Dell 21.5 inch monitor.

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans:
Kindly tell what can I keep out of the following components and use else what price I could expect if I intend to sell the current PC and how much difference in speed will it make

1. AMD Quadcore X635 (overclocked to 3.5 ghz)
2. Gigabyte 780 G mobo
3. 1 TB HDD (Seagate 12.1)
4. 4 GB Corsair RAM 1600 mhz
5. Corsair CX450 power supply. (corrected)
6. LG DVD-RW 24X sata

8. When are you planning to buy the system?
Ans: In May-June

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Yes

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Delhi

11. Anything else which you would like to say?
Ans: Is there any option to upgrade the monitor with speakers, currently I have Dell 21.5" 2240 LED by selling the current one and buying the new one with Rs.2-3K more.
The main question in my mind is whether there will be any significant difference in the speed of my pc if I upgrade the system ?

Going by Tom's CPU hierarchy, yours is better than Haswell Pentium. The performance boost with Skylake is not that huge overall. So I don't expect Skylake Pentium will be far better than your rig. So in my view and in this budget, you can pretty well reuse every component for your current needs. If you really want to upgrade, at least go for i3 (if you're gonna keep this setup for long, better Skylake) which means you have to increase your budget.

You already have cabinet, PSU, HDD, monitor, the rest will cost you about 20k

i3 6100 - 8650
Asus B150M-PLUS - 7850 (Cheaper option Gigabyte H110M S2PH - 5750)
DDR4 8GB Corsair Vengeance - 2700

Total - 19200/- or 17100/- if you opt for H110

For gaming, I don't see the point of going below GT 730 (ddr5) which will cost you about ~6k

Thanks for the reply but I don't want to give me kids high end gaming card else they will be playing on PC all the time, so a medium graphic card would be sufficient and if anyone could suggest any used card which is being sold at a reasonable price on any IT website would be highly appreciated.
