Increase budget to 30k at least. A GTX 1050Ti would cost 12-14k alone.

Intel Core i3 6100 -8500,
Gigabyte GA-H110M-S2 -4500,
Corsair Vengeance LPX 8GB 2400Mhz DDR4 -2700,
Antec VP550P -4000,
Zotac GTX 1050Ti- 13000

Total- 32,700

Don't think so.
Upgrading to skylake/kabylake means change of socket/mobo as well as ram type.

Also, HD 530 in i3-6100 performs similar to, if not better than, R7 240, making it obsolete in the longer run.

Only things you can reuse from your old PC are cabinet, kb, mouse, monitor and HDDs (unless old PSU wasn't a crap one).

OP is wrong about G2020 CPU being 32-bit. It is a 64-bit CPU according to Intel.
See Intel Pentium Processor G2020 (3M Cache, 2.90 GHz) Specification

If I were you I would increase the budget a little bit and just get a new GPU for an improvement.

One option would be to get graphics card Zotac 1050Ti OC edition, about 16000/- and change the G2020 for an i3 CPU eg. i3-3220 about 8000/- *if* you don't want to upgrade all the parts. (mind, this is probably not the best performing or bargain option available., but min. no of components changed).

Have to agree with SaiyanGoku. Most places show HD 530 as having anywhere from 1%-9% better real life performance compared to the R7 240. Reusing the graphics card definitely a no-no.
