Upgrade from Old PC - Casual family use - PC+UPS suggestion needed

Right off the assembly line
Hello members of the forum. I have filled the questionnaire below:

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')

Ans: Media consumption – watching HD movies, TV shows, web browsing (Google Chrome), MS Office, Adobe Photoshop, CorelDraw, casual gaming (GTA, NFS, Runescape, Age of Empires)

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.

Ans: 15-16k excluding monitor, keyboard, mouse, optical drive. Cabinet new one needed. Budget slightly extensible. Sorry for the low budget guys but I already have a high-performance laptop for personal use. This one is just an upgrade from an old PC for the non-tech savvy family.

3. Planning to overclock?

Ans: Nope

4. Which Operating System are you planning to use?

Ans: Windows 10, possibly dual boot with Windows XP (for dad)

5. How much hard drive space is needed?

Ans: Minimum 1 TB

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.

Ans: No monitor needed

7. Which components you DON'T want to buy or which components you already have and plan on reusing?

Ans: Already have a mouse & a keyboard. Re-using LG DVD writer

8. When are you planning to buy the system?

Ans: Next month or so

9. Have you ever built a desktop before or will this be done by an assembler?

Ans: I have built it before.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?

Ans: Live in Hyderabad Old City. Local market (Chenoy Trade Centre) is famous for low rates and good availability. If anyone knows a particularly good store here, please do share. Open to ordering online if price/quality dictates.

11. Anything else which you would like to say?

Ans: Please suggest a decent UPS too (outside of this budget) as we suffer a lot of power-cuts here. Is there any way to extend the life of a UPS? This is an upgrade of a really old system that was ~7-8 years old using DDR2 ram and IDE cables which has been giving troubles recently.
