Budget it too small.

Drop the idea of dedicated GPU and use the fund to get a better cpu, i3 4150 or A8 7600.

^ Yeah, you can get A7600 and A68HM-K for under 11k or
i3 4150 and H81M CS for little over 11k

iGPU of these CPUs are better than the sub 3k graphic card. So you can avoid that idea or buy a better one.

I specifically low end stuff. here is something that works great if you buy a graphics card.

MSI MOTHERBOARD H110M PRO-VH PLUS - 4.9k
Intel Pentium G4400 - 4.5k
8 GB DDR4 2133 Mhz RAM - 2.8k

Total - 12.2k

You need to buy new RAM yes. And 8gb is best option, there is a huge difference between 4/8 gb ram.

ASUS H81M-CS LGA-1150 - 3.5k
Intel G3240 - 4k
4gb ddr 3 ram -1.5k

7.5k total
buy a cheap PSU for 2.5k .. corsair, cm , antec 450-500 watts.. good enough for low end build.
