Turn off and restart buttons not working

Hey guyz............I have a strange prob. I recently installed Norton System works 2003 in XP Home edition with SP2.After installing it the computer is not shutting down.i.e, the turnoff and restart buttons have no effect.I have to forcefully shutdown the computer by ending one of the critical process(like svchost.exe).
I uninstalled NSW2003 n turn off n restart buttons started working.Then I installed NAV 2003 pro. but the same prob started again.What is the soln?
