TF2 Lag Issues (Warping) | I've best laptop and connection possible.

Hi,
I'm facing a lot of warping (i.e I lag in game and appears to be teleporting from place to place) issues in Team Fortress 2.
Thing is I don't feel the lag myself for me the game works very smoothly but for everyone else in the server I appear to be lag and warp.

I can't really figure out the exact reason for my lag as I get around 100-110 Ping in HK/SG servers and I'm using 2MBPS Airtel Broadband.
My laptop specifications are also very high.

My Rig Specifications (MSI GT60)

CPU: i7-3630QM 3.4Ghz
Memory: 16GB
Display: 15.6" full HD 1920x1080
GPU: nVIDIA Geforce GTX680M 3D 4GB
HDD: 1.5TB

Do you have many open applications running in the background that may be consuming bandwidth?

Having 130ms ping and having lag issues same strange and unreal.

Just steam but I always made sure that no other application which is using internet is running.
