Tablet (with Sim, 3G,) around 10k from Reliable Company

I'm in search for a good Tablet around 10k
i know this is the format for mobile buying advice, but i thought it would be better.

1. Budget?
10k

2. Display type and size?
i think i can afford just a 7incher within that budget, no particular Display type needed, any one will do

3. Form Factor? bar, slider, flip?
should i say anything ??

4. Preferred choice of brand?
just a good reliable brand with good ASS

5. Preferred input method (QWERTY, touchscreen, numpad, touch-n-type).
should i say anything ??

6. What camera option you want? Please specify need for flash, autofocus, front facing camera.
the best i can get in the budget

7. Preferred operating system? (Android, Symbian, iOS, Windows Phone etc).

8. Preferred connectivity options (3G, Wifi etc)Please specify clearly.
yup 3g is wanted (without dongle)

9. Preferred applications (Flash, Swype, GPS, etc)?
some apps from Google Play (no gaming)

10. Primary use of handset (multimedia, camera, mails, internet, gaming etc)?
excel/word (freeware apps from Gplay , mails, "NO gaming"

11. Any specific mobile phones in consideration?
yup. was eyeing the Galaxy Tab 2 311
and HCL V1

12. Any other info that you want to share
want the tablet to be having ram more than 512 MB (must)

and preferably an android based one..

311 doesn't have a sim slot,310 has simslot and is around 15k in flipkart.
