System upgrade help

I need to upgrade my existing P4 2 GHz i845 system and have a budget of 17k-20k. With my current Geforce 6200 am not able to watch HD movies, getting some blocky frames and my CPU shooting upto 100%.

I will not be replacing my
Samsung 20" LCD
Logitech Mouse and KB
Logitech 2 speaker system.

The configs that I have thought of are either of the below

Is this a good config? Which one of the above is good? Intel or AMD?

My requirement is just Internet browsing, torrent downloading, watching mp4 movies(encoded in H264).
