Suggestions for a GPS tablet

Hi friends,

Looking out for an android tablet and am confused by the various known and unknown brands floating in the market.
The fact that I am a late entrant into the android world makes things worse.
Would request your help selecting one; my requirements are listed below.

OS version: Android 4.0 , upgradable to Jelly Bean 4.2
CPU: Dual core - 1.2Ghz or more
RAM: 1GB DDR3
GPU: a minimum one for decent games (I am not a gamer)
Wi-Fi: 802.11 b/g/n
SIM card slot -Needed(one), Minimum 2G data, 3G preferred (Voice calling would be good to have - not a deal breaker.)
GPS - Inbuilt GPS navigation chip and Assisted-GPS support (to be used with 3rd party GPS navigation softwares which work offline - like Sygic, Navfree, Navmii , MapDroyd)
Bluetooth: needed, v.2.0 atleast
Camera - does not matter
Battery Size: 4000mAh (min 3000mAh)
Display Size: 7 Inch or above
Display Resolution: 1024x600 (IPS would be sweet)
Display Type: Capacitive 5 Point Multi Touch Display
Memory : 4GB Micro SD Card Slot Support - minimum 32GB
USB: Mini/Micro USB Port
HDMI: preferred, not a deal breaker.
Audio: 3.5 mm Audio Out Port, Mic, Speaker
Sensors: Accelerometer Sensor, Gravity Sensor, Proximity Sensor, Compass - magnet
Budget - INR 8K, can go up for reputed vendors. (am I asking too much here? :) )
Purpose - internet browsing, facebook, videos, music(60%), navigation (40%)
Location - Bangalore, vendors with good A.S.S in South India gets preference.

I would like the device to have inbuilt GPS chip for offline maps (not always-on internet) so that it could give some rest to my Nokia N8 during car trips.
The N8 has got screen burn and has turned yellow due to extensive GPS navigation usage.
