Suggest pc configuration for 25k!

Experts,
My friend want to buy a PC under 25K & main aim will be to run Dynaimps,so the hardware quality priority will be as follows:

1) Processor
2) RAM
3) Motherboard.

Also please suggest if this PC LCD monitor can be used as TV used with DTH without TV tuner card.

To suit budget, u may replace processor with AMD Athlon II X2 240 @ 3.4k, but the ATHLON II X4 is really worth it...!!!
