Saw Many Ph under 5k to 10k catagory in flipart

Increase your budget a lil bit and get HTC Explorer from tradus for 8k,but I think the coupon is not working now and if it is so you will get it for 8.5k

Samsung Pop plus : (Pro : Android, 3.2 camera Cons: no flash, poor screen)

don't go for Wave Y. It is not a smartphone and ruin the smartphone experience.
Galaxy Y is another option but the screen resolution is low but cheap too.
Pop Plus too suffers from poor screen (low resolution).

so either increase budget and go for HTC Explorer or Optimus Net else pick Galaxy Y at your budget.
