Strange Error :1019

Right off the assembly line
I get the following error when I try to connect to BSNL.
Error # 1019
System could not allocate the required space in a Registry log

When I start mu computer I get no erros but as soon as I try to connect to the internet I get this error. Any clues on how to resolve this ?
