Start "secure socket tunneling protocol service"

Hi
when I try to connect to the internet in my BSNL 3G data card, nothing happens except for the connection option changes to disconnect option. If I click disconnect, it says disconnecting but never disconnects.
I tried to directly connect using 3G modem option which gives an error "711-remoteaccess connection manager service couldn't start in time". After searching different forums I found that I need to start Secure socket tunneling protocol service. When I started it (automatic and manual) it said "the service started and failed. Some services stop automatically if they are not in use by other services and programs".

I have tried the following commands in command prompt but in vain.

netcfg -u ms_sstp\
netcfg -c p -i ms_sstp
net start sstpsvc

First two commands executed successfully but 3rd command gives an error "The secure socket tunneling protocol service could not be started".

I need internet connection urgently. Please help.
