Some queries to clear for PC configuration - Budget 45k

Right off the assembly line
Hey guys, I have selected configuration for this purpose:

Mostly programming, mainly for heavy mobile and web development. MS Office for documents, Adobe Photoshop for image editing and some video editing. Able to play online Flash games. I am not a hardcore gamer, but will be playing games twice or thrice a month. Able to watch HD movies, online HD videos on youtube, vimeo. Multitasking without getting crashes.

Finalized Configuration:

Processor ----- AMD FX 6300
Motherboard -- Gigabyte GA-970A DS3P
RAM ---------- Corsair Vengeance 2x4GB 1600MHz
HDD ---------- WesternDigital 1 TB SATA
GPU ---------- Sapphire HD 7770 1GB DDR5
PSU ---------- Antec VP450P
Monitor ------- DELL ST2420L 24 inches
Cabinet ------- Any ATX worthy case under 3K INR
Keyb/mouse --- Logitech mk200

I am assembling PC myself and that too for the first time.

My questions:

1. Is 450watt PSU enough, I checked the same config on PCpartpicker, it showed total wattage of 264W?

2. I found specs of DELL ST2420L far more better than DELL S2440L, check this LINK. Latter has glossy screen and is costly than former, then why does everyone recommends latter(DELL S2440L) one?

3. Do I need to change graphic card or any other change recommended in above config?

Going to buy stuff within a day or two.

1.Yes
2.Seond one has better viewing angle...IPS panel..not sure if the first one is ips.
3.Config's perfect...change the monitor if possible(take 2440l)..

2. S2240L is IPS display = better color production & wider viewing angles st2420l us LED one and bit older afaik.

reflection depends on the place you are going to put the monitor. also consider AOC i2369vm.
i recommend apc 800va ups.
