You asked only half the question.
First decide on a platform. Android or Windows (ios rules itself out at this price range), then decide on the phone.
If Windows: (Not upgradeable to Windows 8. So, basically you will be buying a dead platform)
Then go for the Lumia 510. If you are hell bent on Windows phone, then wait for another 3 months.
If Android:

Although, I would suggest you to take a look at Micromax Canvas 2 a110 and Karbonn a21, if you don't mind brands.
I have a Micromax Canvas 2 a110 and I am sure performance wise, my phone will beat all the phones you have listed hands down. The screen is huge (I liked it, though many don't) and brilliant. Most of the games works fine. Temple run, angry birds, raging thunder, GTA III, asphalt 6. Camera (8MP) is decent. Not as good as 8mp, but better than the 5mp camera you will find on other devices at this price. ICS out of the box.
The only problem with the phone is internal storage is 2.5GB (enough for all apps and games, but not for big hd games like asphalt 7). You cannot install apps on external sd card. But that goes for all android mobiles.

No doubt Live With Walkman is a great phone,but it has 3.2" screen.my sister asks for a 3.5" screen.

lumia 610 has 8gb you can go for it. And i use WP. There are a lot of free apps . Don't worry.
And for the nth time WP7 is not a dead platform. The cheapest WP8 phone is going to be around 19k. And WP7 is going to still be on sale for the 9k - 19k range.

L5 has extremely poor display of 320X480, same processor as Lumia 510. So having Gorilla Glass doesn't really change things much.
Instead wait for Optimus L7 to get a small pricecut as it is already selling for 14.5k

you have to decide in the end. WP is a different experience. You'll know when you use it. Its worth the tradeoff of only 8 gb memory. And I'm telling you that front facing camera won't be used after first few times. The novelty wears off superfast.
Anyway, if these features are important to you, get the Sony.
