Small PC for ~15k

Looking to build a small PC (mini itx / micro atx) for parents for around 20k. Looking for a mini itx build that has some power, not hardcore gaming grade but multitasking capable, and is upgradable.

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Browsing on a modern browser with a few tabs open, LibreOffice, some 720p content viewing.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 20k. 21k max.

3. Planning to overclock?
Ans: No

4. Which Operating System are you planning to use?
Ans: Windows 7 and/or some distro

5. How much hard drive space is needed?
Ans: minimal

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Yes. 17" or above. Any nice deal online?

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans:

8. When are you planning to buy the system?
Ans: Within July

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Will assemble myself

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Himachal. Most of this stuff isn't available here so prefer online if I can get nice deals.

11. Anything else which you would like to say?
Ans:Open to buying second hand cabinet.

Could any mod please change the budget in title and replace small with mini itx?

^just substitute the dell 20" monitor with a lower priced 14/15" monitor and get any generic psu+cabinet rather than buying the antec bp350 for Rs 1700 and your total cost will decrease to some extent.

That's a little high. The machine has to be capable of doing just basic jobs.

Anyone can substitute a monitor but a PSU cannot be overlooked because a cheap one might engulf everything in flames buddy.

^Quite so,but considering the fact that the op is unwilling to spend anything above 15k on his new rig,i'd say he has no choice but to make certain compromises to fit everything within his limited budget.

Budget revised to 20k. I would like it to be mini itx though. Won't an AMD APU be more apt for this build? Or do Intel proccys in same price bracket have comparable gfx power?

Why are you not buying an all in one? In my opinion , it would be nicer, with all basic functionality.

For a 15K build you have to sacrifice something. Looking at your needs the best thing to sacrifice is CPU power and avoid bloatware(Acrobat, quicktime etc). Libre office will also utilize this setup more efficiently.

Athlon 5150 (flipkart) Rs 3500
Biostar AM1MH MoBo (Flipkart) Rs 2500
RAM 4GB Corsair Value Rs 1900
Rest as before.

This will help you to save on cost, maybe add some more to the budget for a better monitor.

For your parents, the quality of monitor, mouse and keyboard will be more important than the processor performance.

You may consider a 64GB SSD ( as you stated that need for storage is minimal) to add some pep to the system.
