I use ISP in home only for POP3 email access. From almost a year, my connection seemed to be only 33.6 which used to be 56Kbps.
Any solutions

do u mean u use a 56k modem and get 33k

well in dial up cons the con speed purely depends on the ISP

my observation being

sify is slightly faster than BSNL

Dial-up connection also (mostly, nowadays) depends on the telephone line condition, if ur home is far from the BSNL Exchange, or even, far from the joint box where the underground cable connection ended, or, if there is any loose conenction, or short circuit due to rain etc., the net speed will suffer. If u can manage a shielded cable from BSNL upto ur modem (somehow I managed it!!) u will have 56k stable connection always (generally), although the peak sustainable net speed on Dialup is at most 6 Kilobytes per sec.
