Salary india software engineer....?

are the software engineers in india offered only 2/3rd of the ctc(cost to company) offered to them at the time of joining?
i have read it in a blog........today
i want to know it for both the software development companies(which are more respectable) and maintenance companies(tcs/infosys/wipro etc).
