Replacement for noisy cpu fan AMD am2

My stock cpu fan was a lil noisy by default , but became super noisy after i did some 'tinkering' with it. (Read an article about oiling the cpu fan.) I tried to fix what I had broken, but its probably gone for good .

So now with a new cpu cooler. I want to go as quiet as possible .

These i think are my options:
1. get cheapo fan replacement
2. get some nice quiet fan , use stock heatsink
3. replace heatsink and fan by aftermarket cooler for pin-drop silence.

I don't have an exact budget, but lesser the better , unless i am getting some cooler that is completely inaudible.

ASUS m-atx mobo , m-atx cabinet (i think) AMD X2 4000+ AM2 socket.

Anyone ?
I searched for fan replacement , and the cheapest fan that i could find is for Rs 300 (ebay.in) .

Suggest some website to find coolers please..
