Don't suggest him stuff highly advanced users would do normally.

Well, its not a highly advanced thing now. One should keep a Linux bootable pen drive even if they don't use Linux. Ironically, a Linux boot drive can be used to fix many of the windows problems. XD
Like partition issue, resetting windows password, deleting rogue files, recovering deleted files etc.

You just double click a portable version exe to run, not extract it.

That is a relative term. I know people who will almost certainly make a system unbootable if given a linux pen drive & given a link to an article showing how to fix these issues.
