There is no any such method to disable it from group policy in xp or vista.
But according to news of microsoft you will be able to do it by group policy in windows 7.
As:
1. Click on Start button.
2. Type gpedit.msc into Start Search box, and then press Ctrl+Shift+Enter keys simultaneously to run the Group Policy Editor with administrator rights (under default UAC settings).
3. Navigate to User Configuration -> Administrative Templates -> Start Menu and Taskbar tree branch.
4. Locate Show QuickLaunch on Taskbar option in the right pane.
5. Double click on Show QuickLaunch on Taskbar line and set its value to Disabled, and then click OK to confirm the change.
Go to run->gpedit.msc->navigate to user configuration->administrative templates->desktop->prevent adding, dragging, dropping and closing the taskbar's right click on it ->properties and enable it
problem with it is that it will also disable the other items in the toolbar like links, language bar etc
