My Current Processor Intel Core 2 Duo E4600 @ Full Load Shoots Up To 83'C. Is It Too High, Can I Run It At This Temperature For Long Duration? As Most Of Games Make My Processor Work At Full Load...

Been There, Done That!!
Well its like walking on a tight rope.. longed use at this temperature may effect the circuit.. You checked if the fan was working properly??

You don't a CPU running at more than 72C ideally. And anything above 80C will affect it drastically.

You can buy aftermarket cooler if you have stock CPU fan. Or else, get thermal paste and re-apply over the CPU surface.

Go for CM Hyper 212 EVO. Costs around 2.1k and will work fine on both LGA 775 and LGA 1155 socket.
