Hi there,
I am a student of Computer Science. And my usage is programming, music, surfing the internet, watching HD movies. NO GAMING.
I already have a PC whose configuration is AMD Athlon 3000+, MSI K8M800 MB, 512MB DDR RAM, 250GB SATA2, 17" CRT.
I was thinking of upgrading it to a new Processor, MB & RAM- Core i3 2100, Intel DH67VR, 4GB DDR3 1333.
Do you think its okay or is it too much, and that I could get an equivalent performance at a lower price as per my intended use of the computer?

Core i3 2100, Intel DH67VR, 4GB DDR3 1333 is a very good combination, you can go with it.
Other option is Phenom II X4 955 + MSI 890GXM-G65 + 4 GB Kingston 1333 MHz = (5.5+6.8+1.4)K = 13.7K. This option is slightly better than the core i3 2100 based rig in multi-threaded applications and will aslo provide sufficient gaming performance.

d3p5kor, OP has mentioned that no gaming. So I think even a Phenom II 955 or i3 2100 is just fine for his requirement. Even he does not need the 890GX based mobo I have suggested. I think we can keep the price less than 15K.

I think since he does not have any heavy duty usage, buying a 6 core processor would be unnecessary, would increase the power consumption. Should stick with Phenom II X4 955 BE @ 5.5k and a cheaper motherboard like Gigabyte GA880GM USB3L @ 4k. 4GB RAM costs around 2k. That's a total of 11.5k and leaves the OP with 3.5k to spare.

I am assuming since the rig is old, he does not have a branded PSU, so I would suggest buying a Corsair 400CX @2.2k or FSP Saga II 400w @ 1.6k. That would be good investment and will save some small bucks on electricity bills too

Or you could go for Phenom II X4 840 @ 4.8k, and get a new 18.5" LCD monitor @ 4.3k (samsung, BenQ, LG, AOC or DELL in no particular order). LCD monitors have the advantage of looking good, taking less space and using a lot less electricity. Plus you will also have a slightly bigger widescreen monitor which make movies look 10 times better.
