1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Sandbox games (GTA , Watch dogs etc), FIFA series, FPS (Battlefield & COD etc)

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
17-18K for Processor, Motherboard & PSU.

3. Planning to overclock?
Not for next two years at least

4. Which Operating System are you planning to use?
Windows 7 64bit

5. How much hard drive space is needed?
I've a 1TB HD, I'll make use of it.

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
I've a LG monitor that's 18.5 inch supports upto 1366x768 resolution.

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
I'm planning to use below components that I already own
G.Skill NT 4GB DDR3-1333
Zotac Geforce GTX 750 Ti 2GB DDR5

8. When are you planning to buy the system?
All three components before mid of Feb.

9. Have you ever built a desktop before or will this be done by an assembler?
I'm capable assembling the PC.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?

Crappy PSU

Budget: Rs 17,500 for Processor, Motherboard & PSU.

Fortunately my close bud working in Intel, USA. He gets steep discount on processors.

i5 4690K - Rs.7600 ($121)
i7 4790K - Rs.10,900 ($173)
i7 4770K - Rs.10,000 ($160 )

I'm going to use my PC solely for gaming and for media consumption. I'm not into image/video editing stuffs. So, I'll probably go with the i5 model since it suits my needs and comes cheap.

I've three questions:

1) Shipping from US: i5 4690K will cost Rs.7600 + shipping charges. I'm not sure about the exact shipping cost from US to India but I'm guessing it'll be around Rs.2,000. If the processor is sealed would I have to pay tax/duty? I've no problems in receiving an unsealed package to avoid unwanted tax.

2) Since my budget is little low, I can't afford to pair the 'devil canyon i5 4690K' with a Z87 or Z97 motherboard. So I'm opting for a modest motherboard that costs around Rs.5,000. I need suggestions for B85 or H87 motherboards that support i5 4690K?

3) A budget PSU (costs Rs.3,000) that's capable of running i5 4690K+ GTX 750 Ti.

na the wait will be too long. upgrade now and yes if its sealed u will have to pay tax and duties and stuff. tell ur friend not to send u anything in there original packages

BTW,

if your are not gonna overclock(it wont provide much fps boost in gaming anyway), no sense in getting a unlocked processor. get
i5 4590/4690 (no k) - ask your friend there for prices
Antec VP 450p - 2.5k
Asus D3H B85 - 6k

ask him to send it without original packaging. :p

Difference between normal i5 4690 and K version would be negligible. So 4690K would be a better choice. May be in future I'll pair it with Z97 motherboard to extract more power from it.

1) For this i5 4690K + GTX 750 Ti build, Antec VP500 would suffice? or I should be looking at antec vp550p?
2) Do I really need to avoid the original package altogether? Doesn't Unsealed/opened original box do the job?

Upto you if price difference isnt much :)
1. Get Antec VP550p. It would be the safe play :)
2. I dont know much about importing but you cant bring it in with sealed. maybe unsealed work(dont know for sure)
