While I do not know why time.windows.com and time.nist.gov give such errors,
time-b.nist.gov works fine and the clock gets synchronised.Just type time-b.nist.gov in the server box and that gets included and update with this server.

Reason why time synchronization fails
1) you are not connected to internet.
2) Firewall is blocking.Unblock network time protocol (NTP) in firewall setting.
3) The Internet time server is too busy or is temporarily unavailable.
4) The time shown on your computer is too different from the current time on the Internet time server. Internet time servers might not synchronize your clock if your computer's time is off by more than 15 hours.

My "World time" clock stable version 5.5.2.748 by *www.pawprint.net/wt/ cycles through as many as 70+ timeservers to synchronise.Of late I have found that it is unable to synchronise with most of the servers with "server timed out". It finally synchronises with ntp-sop.inria.fr which is around the 35th time server in the long list.
For quite sometime now I have also not been able to synchronise the Windows clock, with time.windows.com and that is why after a bit of research included time-b.nist.gov with which it is able to synchronise.

Therefore there is something more than what ravi_9793 has stated as to why most of the timeservers which were earlier working fine, time out now.

And just a bit of interesting info. My Netgear DG834G ADSL modem/accesspoint/router synchronises time with time-f.netgear.com everytime it is switched on to time its events log.

Check whether Remote Service Procedure Call is enabled in Windows XP Services.Control panel>computer Management>services and Applications>services.
Enable it if it is not.
HOW? ---- I do not know.beyond my grey matter..Ask any computer Geek here.
In my comp it is Automatic and it is greyed out(meaning I cannot change it now) How it got it to be, as I said, is beyond my grey matter.I have my workgroup "Home" network and therefore have enabled all network services to automatic to begin with.So it is quite possible that it got greyed out in that mode when I established the HOME network. Good luck.

I refer to ravi_9793's post above.May be your firewall is blocking.
If you have a firewall, put 129.6.15.29 in the trusted zone.(That is the IP address of time-b.nist. gov)
Most people who earlier were synchronising with time.windows.com successfully, but unable to synchronise now, should definitely be able to synchronise with time-b.nist.gov. That much is very certain.
In fact I have now changed the time server IP address to 129.6.15.29 in my Netgear DG834WG, and every time it boots it synchronises time without fail.(Earlier it was getting time from time-f.netgear.com)
If you still have problems it is for other geeks here like Choto cheeta, Krazy about technology, raptorz, infrareddude and their like to resolve :)
