Port Opening/Closing

Is it possible in Windows 2000/XP/2003 to specifically open/close a port as per our requirement ?

For example if I want to open Port 3389 (RDP) manually without initialising mstsc command, Is it possible ?

In XP, you can open ports using windows firewall. Otherwise you can also use gpedit.msc and use IPSec.
