@sulursaro
well panwala's build is great i5 2500 will help you in all of your needs and 8gigs of RAM
though one suggestion go for hd 6850 1GB GDDR5 around 9K
and build total will become 39.8K (which still be in your budget)

Config II
Amd Fx 8150 - 12k
Gigabyte GA-970A-UD3 - 6.2k
GSkil RipJawsX 4GB*2 DDR3 1600MHz - 3.2k
Corsair VS450 - 2.2k or corsair cs430v2 - 2.5k

Asus DRW-24B5ST -1k
MSI R7770 - 8k
NZXT source 210 elite - 2.6k
Logitech MK200 -0.7k

If you are more into Virtualisation,run multiple VMs simultaneously or run intensive applications inside VM which requires more cores then fx8150's 8 cores would be handy and better.If you don't require that many core utilisation at a time then i5 2400 is better and faster.

For CAD a GCN based radeon card like HD 7770 is better.If you want then you can also go for a professional card which would give even better performance in CAD.
For professional cards firepro v4800 at 10k is a good option if you can find one.
