Phone with Best camera under 10k

My sister is looking for a new phone.

1. Budget?: 6-8k. Can increase to 10k only if nothing good is available under 8k
2. Display type and size?: 3.5" or better
3. Form Factor? bar, slider, flip?: Doesn't matter
4. Preferred choice of brand?: Samsung,LG,sony,nokia preferred. But open for chinese OEM phones as well
5. Preferred input method (QWERTY, touchscreen, numpad, touch-n-type).: touchscreen
6. What camera option you want?: Autofocus very imp, flash is somewhat imp. and front cam optional. Best camera picture quality is required in this price range
7. Preferred operating system? (Android, Symbian, iOS, Windows Phone etc): android preferred
8. Preferred connectivity options (3G, Wifi etc)Please specify clearly: 3G, wifi, EDGE
9. Preferred applications (Flash, Swype, GPS, etc): doesn't matter
10. Primary use of handset (multimedia, camera, mails, internet, gaming etc)?: capturing photos, whatsapp, music.
11. Any specific mobile phones in consideration?: None so far
12. Any other info that you want to share: As above questionnaire shows, her primary requirement is Good camera with AF and flash. Good battery life and Should be Reliable in the long run. She intends to use this phone for ~3 years.

what is the use of flash if it just for the spec card and can't even light up people's face a few feet away from you. 520 has one of the best low light camera i have seen. my friend have it and low light (specially late afternoon) pics looks absolutely clear and with low amount of noise. useless once the lights gets too low though.

i myself have it and pics taken with light are excellent for the price. in low light, rather than opening camera app, open smart camera and capture pics. it will be bright and you will think that you phone has flash:) I liked the app before amber has come. it has become a little worse with amber. app name has been changed too.

n00b question but does lumia 520 feature manual focus as well? i mean that touch slider kind of thing that changes focus?

you can click anywhere on the screen to capture photos. or select smart cam which takes many photos and you can choose which one you want.

Xolo q800 is the best bet for you if camera is of prime importance. No doubt lumia 520 has a great camera but it has a lot to catch up with android. I used it and got bored in a day. Most importantly the surfing experience on net is pathetic. Mark my words.

If looking for good camera capabilities look no further for lumia 520. if you wait a month more possibly you could buy lumia 525 and it would hopefully be within your price range. It is much improved and comes with 1GB RAM. So, all apps requiring high memory will now be addressed.

i have no first hand experience of its ASS (lol!) but it has surely got a bad reputation. it's pure luck in case you buy these chinese-made-india-import phones. i would say if possible use a windows phone for a couple of days. borrow from your friend. stock browser on lumia devices is pretty good but the multi-tab experience is BAD. same with UC browser (dolphin is not on wp store yet). the thing is use krne me majaa aana chahiye otherwise whatever you buy is not worth a penny. try first and then buy (my final advice!

why? is that due to stock browser? Can other browser apps like dolphin [assuming its available in win phone] improve surfing experience?

dolphin is not available. the good one is UC browser. it is not bad for a normal user. what hurts me is when you open a link and you lock your phone, the link will not be opened in the background. background downloading is also an issue although new uc browser addressed it (i did not test that). also i dont know where the downloaded files from IE are gone :p because it lacks a file manager.
