Phone Manager for Win 98 SE

Isn't there any Phone manager that can run on my ancient Win 98 SE system for my Nokia 6021? Please help!

Or maybe is there any other alternative to install JAVA games downloaded from the net to my phone? I connect my phone and PC via bluetooth..
