The cheapest way to go dual core is:
Intel Pentium D 805 Rs. 5,800
Intel D101GGC motherboard Rs. 3,600

If your budget is still higher you can get a Pentium D 920 for about Rs. 10,000

If you want the cheapest solution then the solution provided by Varun is ok. But if you decent performance at an affordable price then there two ways to go for the chipset mobo and the original mobo.

for good performance mobos tryout Gigabyte's GA-8I925X-G, EliteGroups' RS400-A (V1.0). These two mobos have very good inbuil graphics subsystem along with expansion slot in form of PCI-E slots. These two mobos support LGA775 socket processors which means any current processors would fit in.

The price for these mobos range from Rs.4700-5500. and for the processor u can go for Pentium D 930(2MB L2 cache,3Ghz,800Mhz FSB) which cost near about Rs.7990.

Its the best deal you can get with assured performance.

Pentium D with a 945 xx mobo would be the cheapest option....

But if u want real performance then go for a 3800+ X2 with a ASUS A8N-E

But performancevise 3800+ X2 would be better...
