Ans: Tally, Word Processing and the likes.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: Not more than 18k

Ans: Nope

4. Which Operating System are you planning to use?
Ans: Win 7

5. How much hard drive space is needed?
Ans:500GB will do

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Yep, any cheap monitor will do.

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: None.

8. When are you planning to buy the system?
Ans: ASAP. Within a week.

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Assembler.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Chennai. And I'm open to buying locally and online but I prefer online as the local shops rip you off here.

I also recommend you to go with the [MENTION=105611]bssunil[/MENTION] configuration with minor modification.

HDD: WD Green 500GB

For Monitor, you can go with any LED or LCD screen from any Local brand; based on your budget.

I believe with the minor modification, you will get the PC under your budget.

^^ sempron is not recommended.@ op, go with intel g3220 based rig.it might extend your budget, but worth the cost. I highly recommend to spend a little more for a quality psu like antec bp300p at 1.9k. [MENTION=107487]saswat23[/MENTION], the cpu you suggested in your config is not compatible with the motherboard you selected. cpu belongs to 3rd gen(ivy bridge) and mobo is compatible with only haswell(4th gen).

and why would a Sempron be not recommended? A Sempron's performance is quite enough to run Tally/Office 2007/2013 and almost any normal office apps. (I am not including "heavies" like oracle etc.).

Very recently (2014 Aug) built a system for a friend working out of home office in chennai based on the following config:

AMD 2.8GHz Sempron 145 Processor
Asus M5A78L-M LX Motherboard
Transcend 2GB DDR3 RAM
Seagate 500GB hdd
Liteon DVD Writer
Local (Zebronics) cabinet+smps
Local (Zebronics) speakers
TVS Champ keyboard & Logitech Mouse
LG 13.5" LCD display
APC 500va UPS

And it didn't end up costing a great deal. The average office user's programs run very well on such a config. The only nitpick was slightly long boot times (even then timed to about 25 secs only). The restrictions placed on the system was no installation of any bloatware - not even casual games (!) and using ccleaner/defraggler on a regular basis. (CCleaner was set to autorun weekly, and defraggler once a month).

People in India seem heavily prejudiced against AMD - don't know why. Maybe because of the heavy Intel ad campaign. Intel processors do have more raw power than their AMD counterparts, yes - but in this use case - Tally, Office etc. it's not going to make any significant difference.

the reason i suggested to go with g3220 is because it is more than twice/thrice as powerful than sempron 145.quite enough is not actually quite enough. ;). if you want you may search internet for performance differences.

People in India seem heavily prejudiced against AMD - don't know why. Maybe because of the heavy Intel ad campaign. Intel processors do have more raw power than their AMD counterparts, yes - but in this use case - Tally, Office etc. it's not going to make any significant difference.

there is no prejudice against amd at all. I look at performance(within the budget) and not the brand.

There is no prejudice at all mate, for a little more, you are getting about twice as much performance from a processor that has been launched recently and using the architecture LGA1150.. Not only is this a good deal but if OP ever wants to upgrade in the future to an i5 or i7, he can easily do that
I too recommend the H81 + G3220, [MENTION=25969]a_k_s_h_a_y[/MENTION] 's link G3240 is also an excellent deal as it gives even more performance at lesser price but I would personally stay away from SD, buy from there if you are sure
