not able to read dvd rom media

i have installed new motherboard and cpu.
An intel 2.66 ghz with intel motherboard.
i have dvd rom as an optical drive(samsung dvd sd 616-e).
the problem is the new system does not read any dvd-rom media.
although it reads all the cd media that i put in.
i deinstalled and reinstalled the device from the device manager.
re installed chipset utility drivers.
it didnt work.
can someone give me hint how to solve this problem?

Try checking the same DVD at some other PCs. if its the Video DVD u are checking out , it ,might be region problem
