No "Bluetooth Devices" under Control Panel in XPSP2

Right off the assembly line
I have XPSP2 and bluetooth usb adaptor from IVT Bluesoleil.
There is no applet for Bluetooth Devices under Control Panel.
Please help me to solve it 'cause FMA mobile assistant isn't working.

the applet appears only after u have connected the adapter and Windows has finished installing the required drivers.
