New Gaming PC [Witcher 3 and future compatible] - 60k-90k

Hi,
Help required to configure a gaming rig:

1. What is the purpose of the computer?
Gaming is primary requirement. To be exact -Witcher3 in pretty good resolution with no hiccups (The Witcher 3: Wild Hunt - PC System Requirements are here! - CD PROJEKT RED). Since Witcher3 has a high requirement as such, i presume its future ready. But still, the PC should be able to take on any new games coming in for atleast a year and should be upgradable after that.

2. What is your overall budget?
I have a budget of 60k. But can extend to about 90k if its worth spending.
Yes i know its a broad range i am specifying. Reason being, i am 33 years old :p and need something reliable and powerful. cant run behind upgrades and repairs every 3-6months like my yesteryears. so... :)

3. Planning to overclock?
Never tried and i dont think i would.

4. Which Operating System are you planning to use?
Windows 8.1. Why ask? Is picking a Win7/8.1 and auto-upgrading to 10 a good option?

5. How much hard drive space is needed?
I got 1 external HDD and am planning to pick another. So storage as such is not important.
Anything cheap and best and which blends in with the remaining config pls.

6. Do you want to buy a monitor?
I have a BenQ(T2200) 22" with 1920x1080 resolution. I can upgrade to a new one immediately if required, else will upgrade after few months.

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Bought a DragonWar mouse(model-ELE-G9) recently so i guess that.

8. When are you planning to buy the system?
In next 15-20 days.

9. Have you ever built a desktop before or will this be done by an assembler?
Assembler.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Bangalore, India. Planning local setup. Suggestions welcome for vendors. Ofcourse, if unavailable locally then gotto rely on online shops and give it to local guys and get it assembled.

11. Anything else which you would like to say?
This forum has helped me last 2 times in buying a rig. And i am grateful for the help you guys extend.
Am sorry that i do not contribute often to the forum. But i do suggest to all Indians who asked bout comps and stuff to checkout this forum as a giveback gesture.
Also, i did search for Witcher 3 but bumped into this thread (*www.digit.in/forum/gamerz/168798-witcher-3-a-134.html?highlight=witcher+3) but i guess the discussion is all about the game and its some 100+ pages so didnt read thru completely.

[MENTION=68118]shadez[/MENTION] The monitor you have is pretty good. Skip the monitor form the mentioned config and it will be good.

As you have budget i would definetly insist to choose Gtx 970 over Gtx 960.........Its worth the extra premium spent on it.....

Get this Cheat Mechanical Keyboard over other membrane ones.....

The Xbox controller is must for a proper gaming Rig.........

And lastly if u want to max out in everything you can go with i7 rig also in your same budget...........

If you wish to go with 970, I would suggest getting a K series CPU.
An after market CPU cooler, over clock the CPU.
Instead of CX get RM750.
And a better case.
