Just spoke to my network admin guy & he confirms that by disabling certain registry entry the admin can stop/block the initialing of the usb drivers...................................thus preventing you to install & copy.Only usb flash drive and external hard drive are not working.
bcoz they are installed under phone & modem or digital camera..................probably thats why.Other usb devices are working
