Need to learn about TV tuner card

Hello friends,
I wish to learn about TV tuner card.. can any one explain how to connect it with computer and watch tv... What are the minimum configuration for installing TV tuner card?... whether without switching on the CPU can we watch movies using external TV tuner card?

To connect, just plug it to usb if external and if internal, plug it to PCI Interface. A tv box can be used to see tv in monitor without a computer but dunno about external tvtuner. For Tv tuner, you need a minimum of p3cpu 500Mhz and 128mb of ram to record videos at low quality. for watching tv, first plug it to computer and start the computer and install the software in the cd given. Driver would automatically be installed. Now, tune the channels to watch tv.......
