GPU - ZOTAC NVIDIA GTX 650 Ti 1GB GDDR5
PSU - Corsair CMPSU-600GUK 600 Watts PSU
RAM - Kingston HyperX Blu DDR3 4 GB * 2

Please let me know whether these specs needs an upgrade or not...

Total -21,400.

AMD Rig:
AMD FX 8350 -11000,
Asus M5A97 R2.0 -6000.
Total -18,000.

But the most VFM config will be AMD one.

GPU : ZOTAC NVIDIA GTX 650 Ti 1GB 1 GB GDDR5 Graphics Card
Motherboard : ASRock Z77 Extreme4 Motherboard
Processer : Intel Core i5 3570k
Memory : G.Skill RipjawsX DDR3 8 GB (1 x 8 GB) PC RAM (F3-12800CL10S-8GBXL)
PSU : Corsair CMPSU-600GUK 600 Watts PSU

Please let me know this list is ok or any modifications is required... :)

Choice of Motherboard is really bad. Extreme 4 is known to have certain issues with the VRM design. Assuming you already have 10K for GPU, 14K for CPU and 10K for Motherboard, here is my suggestion:-

FX-8350 @ 11.5K
MSI 990FXXA-GD65 @ 9.2K
Sapphire HD 7870 2GB GDDR5 @ 16.5K

Total: 37.2K

If you are asking for a gaming setup then this one is far better than the one you have decided. Getting a lower-middle end GPU along with a costly Processor does not serve the purpose of a gaming PC, you need proper balance between them. FX-8350+ HD 7870 combination will perform far better than the i5 3570K + GTX 650 Ti combination in gaming.
