R3 3100 ?? I'm unable to convince myself to buy a 4C8T from a 6C12T processor.
Why not R5 2600 ?
And Asrock B450 Pro ATX board is not available online. Is Asrock B450 Steel legend a good one ?

You will have to check benchmarks for the software you use to see how much is the difference between 6 slower cores with 12 threads & 4 faster cores with 8 threads. I think above cinebench R20 score chart shows it quite well where R3100 is just 137 points behind ryzen 1600.

I posted the benchmarks to alleviate any concerns. That 4c/8t R3 3100 is not even 10% inferior to R5 1600, whereas R3 3300X beats it in Cinebench & beats it big time for gaming. Cores don't matter. AMD had a 8 core CPU even back in 2012-13 or so & that was a mess. Intel CPUs with half the number of cores were better. Architecture is what matters.
If you can spend for R5 2600, better buy R5 3500 or R3 3300X. R5 2600 & R5 1600 are just old now & newer architecture is observably better.
Definitely R3 3100.

One final doubt...
If I replace my HDD with a SSD and add 32 GB RAM to my existing rig, will the performance considerably increase ???
Replacing hdd with ssd always improves overall performance significantly(check disk usage in task manager when experiencing slowdown & you will see disk usage at 80-90%+), adding ram helps if experiencing 70-75%+ ram usage consistently in task manager. However these will not make your current processor faster so if in task manager you see your processor usage 70-75%+ then that won't go down.

Get whichever is cheaper IMO. Both perform similarly & maybe R3 3100 will be better in the long run because of newer architecture, surely is the case for games. Enquire about R3 3300X & R5 3500 as well.

Thanks for all your suggestions. My budget was 20k. But unfortunately my mobile has started showing dying symptoms. So I had shrinked the budget to 10K and purchased the following:
1) WD SSD Green 240 GB
2) 8 GB x2 Crucial 2400Mhz RAM
both together @ 10k.
Booting is FAST. Game loadings FAST.
I'm able to easily switch between Visual Studio - Firefox (10 Tabs) - Microsoft Edge (5 tabs) ... Experience so far is Butter smooth..
Hope I can manage for another 2 years.
For the remaining 10K, I need to purchase a mobile. Filled out the questionnaire. Please guide me for this one too..
