1600/2600 will outperform 7700 but at cheaper price point.
You can get similarly priced NEW motherboard
For your use case, you wouldn't be needing 16 gigs of memory, esp. now when you don't have a dGPU.
Get a good SSD, Samsung 860EVO.
710 1gb version for 2.5k
Assuming you will buy something like 1060 in the future, a good PSU and a decent cabinet would bring the total around 40k.

BTW, that 40k is new budget or including graphics card?

You don't need 1700,you can get R5 1600 for 12k & it will be more than enough for you.All ryzen non-G processors need a gfx card for display output so you can't build non-G ryzen system without a gfx card. In fact if you are not a "heavy user/serious gamer" you can simply get ryzen 2200G for 7.4k & later buy a gfx card like 1060/rx580/their equivalent at that time.

You mean in Ryzen Non-G processors no Display comes out from any Mother Board via HDMI or Display Port?

OMG...Not aware of that... Previously used Q9550 display out from with out GPU.

CX450--3600 so final cost with 8gb ram(5000) comes out to be 41700. You can buy another 8gb ram later if you feel like it plus ram prices will be even lower later this year.

I think above system is excellent build that will last longer its has a hexa core CPU and is much better than 2200G. Antec Earthwatts is efficient semi modular PSU and offers 7 years warranty and Corsair Spec Alpha has front open design for better airflow and modern looking computer case.I suggest you to get a better GPU later.

Do you really need Ryzen 7?It is good if you need 8 cores which means playing game while simultaneously streaming it along with running some torrents/downloads/apps in background etc.

Ryzen 7 must be future proof, as well as not much difference price wise 5 to 6k compare to Ryzen 5.

What is Pro version in Ryzen?

There is no 100% future proof. What's the point of spending extra 5-6k to get ryzen 7 if even after 3 years you are unable to use more than 40-50% of processor in task manager? If all you do is typical tasks like browsing,downloading,music,videos etc then even ryzen 5 will be more than enough to last you for years. If you play mainly games & afraid that after 2 years good games will require minimum 8 or more cores to run smoothly then chances of your graphics card getting outdated before that are more.
