I guess you have a rough idea of what you can get. You have locked on i3 Skylake processor. Pretty much you have to skimp on every component to fit this build in budget.
i3 6100 - 8850
H110 chipset motherboard (DDR4) cost at least 5k
Since you're not a serious games you can go for value series memory, it will cost you sub 2k
Go for atleast Antec VP450P PSU, don't skimp on this - 2.5k
Go for generic cabinet for about 1k to accommodate things in the budget
1TB WD HDD - 3.7k
ASUS DVD writer 1k
Dell 22" IPS - 9k
Logitech K/B & Mouse - 800
If you need an UPS - Numeric 600VA 1.7k
