since budget is of no concern then go for:

C2Q Q6600
XFX 780i 3-way SLi/Abit IX38 Quad GT
4*1GB DDR2 800/1066
XFX 8800GT 512MB
HDD (u need to decide how much storage u need and buy accordingly)
Sony/LiteOn DVD-RW
20"/22" Wide LCD monitor (Dell/HP)
Altec Lansing 2.1/5.1 spkr system
Corsair 620W psu

8800GT for a non gamer!!!!!!
he was even askin if he cud manage on onboard. And whats the point in suggesting an 8800GT for such a guy???

For photoshop, even onboard if enuf. Or get 8400GS for 2.2k, as oive heard that Photoshop CS3 benefits from GPU by very small factor. And it shud have at least Sm 2.0 for the benefits. So an 8400GS with SM4.0 will do just fine.

And 2*2GB ll be better, coz in future u can go for another upgrade if u really need it.

But still wid " budget no barrier case " why not get the best u can get.
I am not sure but wont a quad core perform better wid those things????

my sugestion...

any C2D extreme processor
P35/X38/780i based board (I think u shud go for P35)
Asus 8500GT (the one which i have..silent edition i.e. no fan)
2x1 GB RAM
Logitech keyboard
Logitech G5 Laser mouse for abt 3.2k. (or u cud check out the MX/VX revolution...one of them costs abt 5.5k) i suggest such an expensive mouse becos in photoshop u need lot of precision and all...and with these mice having on-the-fly DPI changing, its gonna be a boon to you. if u wanna make the budget lower go for the MX518 for abt 1.5k.
250 gb internal and 500 gb external (for backup if u need)..so u can save all data from all pcs at a secure place in one laaarge external HDD.
sony DVD-RW
20"/22" LCD (better go for square one rather than widescreen)
500w PSU
a good UPS (no idea abt this)
Creative 2.1 SBS 370.

Thanx a million guys.

My friend has had a new confusion.
His hardware guy has suggested AMD Phenom quad core 9500+ along with asus mobo having AMD 770 chipset.
Now he is in a dilemma which one to choose.

INTEL Q6600 or AMD PHENOM 9500+

Please clear his doubt.
