My friend needs a config to be build for a CyberCafe.

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Low End Games. Basically games for Cyber Cafe.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 5.5k for the CPU setup

3. Planning to overclock?
Ans: No

4. Which Operating System are you planning to use?
Ans: Windows 7

5. How much hard drive space is needed?
Ans: 160GB

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: No

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: Monitor, Mouse & Keyboard are already present

8. When are you planning to buy the system?
Ans: Next Week

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Yes

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Online or Offline, whichever is cheaper

11. Anything else which you would like to say?
Ans: Nothing. he is building 3 machines for the Cafe.

Am I reading it right? or is it a typo?
5.5k :?:

Proccy and mb alone cost at least 4k (Celeron G1610 + H61 or AMD APU + FM2+ mb will cost about 5.5k, or recently I heard about this one, a gigabyte board with built-in celeron processor costs about 4k)
4 gigs ddr3 ram 1350/-
generic cabinet with smps 1000/-
160gig hdd for about 850/- (seller warranty)

Most likely you will have to get 2nd hand components to get them in this budget.

If you aware of any build which can be built in 5.5k, let us know.

Broken In
I know the chromebit and Intel compute stick. Costs about 7k and its the cheapest in my knowledge. Consider other advices on this though, not really the budget I look into

C2D or AMD Athlon will also do

can u list the cheapest cpu (in Intel and AMD) and also the cheapest mobo ?

What do you think about Akshay's suggestion? Raspberry. It's interesting. Start digging about this, you may even like it.

Compute stick is the next option.

You can get C2D (with seller warranty) for less than 500/- but cost of compatible motherboard and RAM will bring the total to 4k and another 2k for HDD, cabinet and psu.

I bought a Rpi 3 with 1Gig ram and it is really sloow at browsing even after installing Iceweasel (firefox for Rpi)...youtube hangs sometimes but the playback is smooth, I don't think it is a good choice for heavy browsing but it is lagging even when scrolling in webpages, so think twice before getting for a net cafe.

You can go for PC stick. Just connect to HDMI port of TV or Monitor, you have a computer.

I have one with 2GB ram and can run linux on it. I run it with Android, quite smooth and usable. Other options are windows pc stick.
